Many people have a real love-hate relationship with Paris. It is such a spectacular and monumental city with a culture all its own, but people are often turned off by the way they are treated. I have to admit that when I lived in Europe many years ago, I was frequently treated rudely in Paris and often waiters and ticket sellers, and even toll booth attendants would try to cheat me, but the last time I was there was truly a different story. The people were relatively friendly, and I did not catch one incident of anyone really being rude or dishonest. However, the scams by some of the street people have not changed much in all these years though.
